    Does this type of offense normally involve jail time?

    According to May(and not contradicted by anything else in the article), the offense is not listed under the criminal code.

        Criminal contempt is a common law crime that exists outside of the Criminal Code. Jail time is rare on first offence but in the circumstances ought to have been imposed on her because of the blatant disregard for the rule of law.
