Default In case of accident signs

To eliminate the huge traffic jams that occur because of only minor vehicle accidents, couldn't the city post some signs around the city telling people:

In case of accident,
exchange information,
and immediately move
vehicles
out of the way.

How about contracting a tow company to monitor the Whitemud and Yellowhead Drives during the morning and afternoon rush hours? If a stalled vehicle or minor collision occurs they could be moved out of the way quickly. It seems like this is a frequent problem on these Drives and if tow trucks were close by the problem could be moved right away.

Considering the safety hazards resulting from blocking roads I'm suprised the police and insurance industry haven't been trying to get the message out.

I wouldn't mind a newspaper campaign to remind people how to drive here.

i.e. no one seems to even know how to use their signals in traffic circles anymore - maybe it's all the new people to Edmonton.
