Streetscaping of 98th Ave & Cloverdale Gateways

Was curious what happened to the streetscaping that was supposed to happen on 98th ave in cloverdale?

The plan was last mentioned in 2003, and before that in 1986. It called for the creation of "medium-density" housing along 98th ave
(what is known today as The Landing, Waterside Estates and The Soho).

Before construction of these buildings was to begin, the city recommended streetscaping 98th ave to encourage growth and safety in the area.

The plans called for:

-widened sidewalks along 98th ave
-extensive planting of 4 rows of trees, 2 rows on either side of each sidewalk
-Decorative light-poles and benches that would be feature a "cloverleaf" motif
-2 Gateway entrances located on both the east and west sides of 98th ave to welcome drivers into Cloverdale.

I see that The Landing/ Waterside Estates were constructed, but that the proposed streetscaping and gateways are nowhere to be seen.

Does anyone know if the plans were delayed or cancelled? Normally if something like this were altered drastically or cancelled,
there would be some mention of it somewhere so that taxpayers could be notified.

Just thought it was interesting that the city wasted no time in constructing the condos, but seems to be delaying on the streetscaping.
